Review-first was deliberate, not a limitation, since the moment a form-filler can submit without you checking, it stops being a productivity tool and starts being a spam tool.

My read on it
The version of this that worries me is the one that fills and submits without asking. I keep building the reviewed version anyway, because boring forms are exactly the kind of task where good AI assistance should be obvious and uncontroversial, and most of the industry keeps shipping the scary version instead of the boring good one.
